Businesswoman and Asian-American community leader Elisa Chan, 42, is considered the frontrunner in the race for County Commissioner Kevin Wolff’s former seat — occupied every so briefly by Louis Rowe — having lined up support from the local political A Team (Nelson and Tracy Wolff for starters). She is running against 33-year-old AT&T engineering manager Weston Martinez and 47-year-old attorney William Davidson. None of the District 9 candidates returned questionnaires.
