Eliminates 197 positions, about half of which are currently filled. However, to avoid layoffs those employees are to be placed in other vacancies. An across-the-board 2.4 percent cost-of-living increase for city employees, over 1,900 of whom are slated for an average 5.6 percent bump.
Extends benefits to domestic partners of employees, including same-sex couples.
Anticipates loss of $4.65 million in state funding. Center for Health Care Services and the Bexar County Mental Health Agency expected to lose $1.9 million from state budget cuts.
Warns of exploding health-care and pension costs. Annual pension and health-care costs sit at $235 million, roughly a quarter of the entire $946 million General Fund budget.
$382,000 added for increased spay/neuter programs, education, and outreach. $455,000 added for additional kennels at ACS Brooks facility, as well as three additional ACS dispatchers. $2.1 million added to create Brackenridge Animal Adoption Education Center and Clinic.
City expected to lose as much as $28 million in federal funding if cuts being floated in D.C. actually pan out.
