H-E-B has taken the next step toward opening a grocery store to serve downtown residents.

The San Antonio Express-News reports the grocery company has submitted plans for the new store, dubbed the South Flores Market, to the Historic Design & Review Commission. The panel, which consists of 11 City Council-appointed members who review exterior building designs to landmarks and buildings within San Antonio's designated historic districts, will review H-E-B's plans for the much-demanded, but controversial downtown location.

After years of complaints from downtown residents about the lack of a grocery store in the urban core, H-E-B agreed to move forward with the project in late 2013 after City Council approved a measure to close a portion of S. Main Street downtown to accommodate the expansion of the company's downtown headquarters. The proposed Main Street closure sparked protest from neighborhood residents. Alongside the new store to be located at the corner of César E. Chávez Boulevard and South Flores Street, H-E-B plans to move forward with its $100 million expansion of its historic corporate headquarters. The company will also fund improvements to around streets to mitigate the changes in traffic flow. The Main Street closure is anticipated to begin next month.

The planned development will be a 12,000 square foot, single-story grocery store with 50 parking spaces and a gas station. This week H-E-B opened its first two-story location in Texas at its newly revamped Nogalitos location. If the commission approves H-E-B's plan, the new downtown location is expected to open this summer.
