
A new affordable housing complex has opened on San Antonio’s Southwest side, offering 308 units for low-income individuals and families.
The complex, called Leon Creek Flats, is located at 7515 Holm Road. Councilman Edward Mungia spearheaded the project, which is located in District 4, which he represents.
“This is a huge moment for affordable housing in San Antonio and District 4,” Mungia said. “I could not be more proud that this development came to fruition deep in the heart of District 4.”

The complex represents a total investment of $69.4 million, of which $2.52 million is funded by the city’s 2022 Affordable Housing Bond. It’s also financed through the Low-Income Housing Tax Credits (LIHTC) administered by the Texas Department of Housing and Community Affairs (TDHCA).
To date, the 2022 Affordable Housing Bond has supported the production or preservation of more than 5,200 affordable homes across San Antonio.
Leon Creek Flats is a partnership with Lincoln Avenue Capital, a national affordable housing company that operates some 170 properties in more than 20 states.
Of the 308 homes in the Leon Creek Flats, 47 serve households earning at or below 30% of the area median income (AMI), which is less than $26,650 a year for a family of three. The remaining 261 homes serve households earning at or below 60% AMI, or a family of three earning about $52,200 a year. The development also comes with a 40-year affordability covenant agreeing to keep the units affordable for decades to come.

Residents of Leon Creek Flats have access to a swimming pool, fitness center, dog park, garden, and playground, as well as an on-site, after-school educational program.

“Once again, the Affordable Housing Bond has delivered on its promise to build safe and high-quality affordable homes for those who need it in our city,” said Veronica Garcia, director of the city’s Neighborhood and Housing Services Department. “Leon Creek will serve as a haven for hard-working families in the growing Southwest part of the city, near premier parks and jobs.”
