Officer Kristina O. Cobarrubias arrived at an early-morning vehicle collision on June 13 being handled by University of Texas at San Antonio police, according to city disciplinary records. The accident involved off-duty SAPD Officer Damean Segovia, whom UTSA police arrested on suspicion of driving while intoxicated, the documents show.
While at the scene, Cobarrubias asked a UTSA police sergeant if she could speak to Segovia, who was in the back of a squad car. When granted permission, Cobarrubias asked the other SAPD officer, “Are you fucking stupid?” according to a digital recording cited in the disciplinary report.
In a statment to SAPD Internal Affairs, the UTSA sergeant said Cobarrubias’ statement appeared to “place blame” on Segovia before he’d given a breath sample and could be damaging if the case goes to court, records state. Cobarrubias “failed to use sound judgment” during the interaction, according to the disciplinary report.
Further, Cobarrubias violated department policy when she failed to turn on her body-worn camera before interacting with UTSA police and Segovia, according to disciplinary records. What’s more, the report alleges that Cobarrubias didn’t notify her supervisor of her colleague’s arrest prior to leaving the location, again violating SAPD rules.
Cobarrubias served her suspension dates in December, according to police records.
