
San Antonio police officer Eloy E. Cuellar Jr. served a 15-day unpaid suspension over allegations he used unnecessary force on a suspect, verbally abused him, then delayed seeking medical care for the man, city documents show.
On March 1, Cuellar and other SAPD personnel tried to arrest a man around the 800 block of North Alamo Street for public intoxication and placed him in handcuffs, according to disciplinary records.
In their report, police officials said the man resisted arrest. Body-cam footage showed Cuellar strike the suspect approximately six times in the face with a closed fist while shouting, “Shut up, bitch … . Shut the fuck up.”
Cuellar is also accused of directing additional vulgar language at the suspect after he was handcuffed, according to SAPD documents.
Despite the “obvious injury” Cuellar’s punches caused to the suspect, the officer took him to the Magistrate’s Office rather than provide medical care, violating SAPD policy, disciplinary records state.
As a result of the officer’s actions, the suspect wasn’t given medical care by hospital staff until an hour and a half after the incident, police records show.
Cuellar’s suspension began Aug. 24 and ended Sept. 7, documents show.
