San Antonio Mayor Gina Ortiz Jones has appointed her third chief of staff since she was elected a little more than a year ago.

Jones appointed interim chief of staff Andrew Fuentes to the full-time role on July 4, according to the Express-News. Fuentes was appointed to the interim position after former chief of staff Jenise Caroll resigned in April.

Fuentes was Jones’ communications and policy director prior to being appointed interim chief of staff.

A former Washington, D.C. operative, Fuentes worked as a legislative officer at the U.S. Department of Labor. Before that, he spent eight years working on Capitol Hill for U.S. Sen. Dianne Feinstein, D-California, according to his LinkedIn profile.

Feinstein’s late career, which ended at age 90, was marked by controversies over her declining cognitive health and prolonged absences from the Capitol, according to The Guardian.

Fuentes’ promotion comes amid ongoing employee retention struggles within Jones’ office. Since taking office in June 2025, eight staffers have either quit or been reassigned, creating concern among political observers, including University of Texas San Antonio political scientist Jon Taylor.

“It makes me wonder how well the policies can be formulated, let alone implemented, when you have such a lack of continuity with the person that is supposed to help coordinate the mayor’s goals and coordinate her policy agenda,” Taylor previously told the Current.
